I am living in Dubai and have invested in International city. We are even suffering the same problem with another real estate agency (seems like everyone of these people have lost their dignity) but i was unable to ignore the charges you have mentioned.

For DEWA (Dubai Electricity and Water Authority - Dubai) the charges are AED 1000 for the Main and Sub Meter + AED 1000 as Security deposit (which is completely refunsable); I think ur real estate company have added few extra charges to every charge. I am trying to get in touch with Nakheel directly as my real estate company is now holding all the delay against Nakheel as they have delayed the land registration.

Let me know if I can help you guys in anyways being present in Dubai (though I am struggling to get my apartment but still I will do my best)
