In a city where almost anything is possible, yet another improbable building is ready to take shape. A 60+ story tower will have individually rotating floors and be powered by wind turbines located between the floors. This new, taller building will have each floor able to rotate once every 90 minutes. The top five floors will have their rotations controlled by the residents in those units, while the rest of the building will be programmed via the architect or building manager.
