Slovenia if you want investment safety. Slovenia one of my target destinations. I like their middle class honest approach to life.
Cape Verde we were very excited about but later ruled - out for a number of reasons:
1) Developers are unknown in the main and could easily disappear with your money never to be traced. This was compounded by the fact the Government is very small and pretty corrupt and dis - interested in investor disputes.
2) The flight time is about 5+ hours

3) Insurance was a problem as the land is virtually all sea level and sea level rises could be an issue
4) Investors on a specialist cape verde forum reported a high incidence of poor build quality and finish
5) Didn?t feel comfortable wiring large sums of money to little one man band CapeVerdean notaries / Lawyers. Even in the UK in the recent past there were a number of examples of Lawyers disappearing with money. The chances of this happening in a small corrupt state are high.
We went for Morocco and Germany in the end.
