Without my papers in front of me, I thought Coconut Grove located in Fleixeiras beach, Trairi? If so that's about 50 km from Taiba?

If the basic information such as the location of the development is unclear it may well be that you need to do more research before comitting. However, ask yourself these questions:

Has the legality of the project has been verified to you (has someone done Due Diligence on the project)?
Is your reservation deposit fully refundable in case anything regarding what you have been told is incorrect (up until PPC)?
Is your reservation being held in Europe or sent to Brazil pending PPC? (pref. Europe)
Where are you sending the money when you sign the PPC? (needs to be registered with Banco Central do Brasil as coming from you)
Are you comfortable that the price is comparable to other projects in the area?
Are you confident in your agents? Could they answer your questions confidently and correctly and do they know the product well?

Personally I don't know of Real Estate International and couldn't find them on the internet anywhere. Are you sure that's their full name? Do they have a website?

I know of the development Coconut Grove and having done a preliminary study on it and the surrounding areas, it did appear to show potential for growth and as such an opportunity to invest.

We are not selling it at the moment because of legal complications (which needn't necessarily reflect the development, the delay could have been a number of different people's fault, from the lawyers, to the architect, town hall, etc).

Bottom line is I can't tell you to go ahead because I haven't seen the legal documents I require to be confident of the security of the investment. But if your agent has those documents in his possession and you are confident in their reputation and transparency and you are happy with your answers to the aforementioned questions then go for it and good luck.
