For example here in Turkey many locations that have been developed next to small poor coastal villages would still be poor coastal villages if they had not been develpped to cater for the overseas market. As you say they can't have it both ways.
Most developments are constructed to cater for holiday homes so tourists will go and relax and enjoy themselves.

I don't understand your example of people in poor Turkish villages. They're not having it both ways. The developers will be making big money, no doubt local shop keepers will be doing alright, but the army of waiters, gardeners, maids, cleaners etc will be making very basic wages and for that they must put their own values aside and be grateful for the money that the tourists bring. I doubt they had much say in the development of their village in the first place! It's no wonder that many of us brits abroad, don't have a good reputation.
