Sexual harrasment in any form is unacceptable, be in it the UK, US Egypt or anywhere.
But in Muslim countries and in the Muslim culture modesty for both men and women is paramount, so you can understand why the local people may be offended if anyone dresses against the norm or in an offensive way according to the loacl religious culture.
Issab makes a very valid point, Muslims in the UK are constantly hounded about fitting into the UK culture, so I believe as UK citizens when travelling to Egypt we should be sensitive to the local culture, and not dress (men and women) in a way that will be offensive to the local people.
