You'd be amazed Dotty, at the amount of developers who swear blind that they have all the licenses and everything is in place. Not all developers have a "healthy imagination" but some do and it's not easy to see which ones do and which don't.
Not all agencies do the research that some of us on the forums do to check that what developers say is true.
