All very technical and looks impressive but essentially it is a planning application on what we in UK call 'Green belt' where the presumption is 'refusal'
Argue what you like and of course in due process of time all the permits may be granted
But in todays economic climate. however good the bank guarantees, it is just one big 'punt'
Nothing wrong with this if you are 'using punting money' and can afford to lose it.....and if you can...good luck
But getting all the permits in Spain at present when they are targeting rustic illegal development and anything touching on damage to the Campo environment is bad politics, makes this perhaps a 33/1 shot
Seems to me a 'hard way to earn a buck'!!!
