I am sorry I have not replied earlier. I only just noticed your post.

In my case, I got an e-mail from somebody called Angela Silva from a company called Strongworth Holdings FZCO (I think they are connected to or actually are the building owners, although I am not sure).

They said they were finalising details for the hand-over of my apartment and asked for a copy of my passport. So, I immediately e-mailed a copy of my passport back to them.

After a few days they (Angela Silva/Strongworth) replied with an account number for DEWA for water and electricity services and also gave contact details for Du, who will provide phone, internet and cable TV (although we still haven't contacted Du for phone, internet or cable TV).

They (Angela Silva/Strongworth), told me to pay a 1000 AED deposit to DEWA and show them the receipt for this payment after which they would hand us the keys and sure enough, once it was all done, they did.

I live in the UK and did not go to Dubai myself to do any of this. My mother went on my behalf. I do not have a UAE residency visa and neither does she.

I gave her Power of Attoney (through a document signed in the presence of a Notary Public and attested by the UK Foreign Office and UAE embassy in London). I am not sure whether you would need all this, but the agents, Gowealthy and Strongworth both advised me to give her Power of Attorney. If I were you, I would check this out for yourself.

To pay DEWA, I tried to pay on-line from the UK but their website demand residency visa details. In the end, my mother had to personally go to their office in Dubai to pay the deposit. She took the Power of Attorney, her own passport, a copy of my passport and, of course, the DEWA account number with her. Again, all this may be unnecessary. They might just only require the account number, but again you would have to check this out for yourself.

I did nothing to open the DEWA account. Strongworth opened it for me.
