I agree Georgina. The company my husband works for in Cairo has problems every year when it is time to renew work permits. The ratio is 10 Egyptians to 1 expat and if you don't meet the quota and are legally applying for work permits for foreign staff, the government can make life quite difficult for you.

With unemployment as high as it is in Egypt I can understand why the Egyptian government is trying to look after its own. However, this law does make it difficult for foreigners trying to start up small businesses legally if they have to employ as many as 10 locals initially. I know someone who had to close his successful business in Cairo because he could not sustain the level of employees required by this law.
