I've also asked you on another thread whether you can say if a residence visa is required to get the DEWA account in your name.If so then I don't know how I will get my keys!
Hey, water is NOT connected. And you HAVE to get water connected to find leaks in the plumbing, because the maintenance guy told me ALL the new flats have leaks which cannot be found until water is running. Can't say about residence visa, but I did hand in a passport copy. Maybe your agent could do something if you don't plan to live here.
