The thing with this development is you'll have to wait a long time before it even starts! Most of the towers in the burj dubai district are being built by emaar themselves but there's an area where other developers can build. However the land there isn't ready for construction yet so will be a wait before anything gets underway there.
Damac have a habit of launching stuff which is years away from even beginning construction! Example, their lotus project in business bay can't start because there's some unicef office (or some organisation like that) on site that are refusing to move.
