No Eusebio is not under the Fortaleza Town Hall. Eusébio is a separate municipal with it's own town hall.
I have caju, carrambola, manga, sirreguella, coconuts (green and solid for factories) acerola...dogs, chickens, ducks, cappote but sorry nooo goats.
My farm was bought for its size and location being only 25 mins from Fortaleza but also for the space and freedome...I don't like living in an apt.

I'm sorry but your fruit , coconuts, chickens, and dogs? certainly can't give much of a return financially. Perhaps the coconuts but that would depend on the size of the plantation. Anyway could you tell me what is cappote??????And yes Eusebio might have it's town hall but it's still na periferia de Fortaleza.
