If the news on todays paper is true, then yes. The Govt has not said this but the developer says. It could be a publicity stunt and not to be taken as the whol;e truth and nothing but the truth.
A few developers like Nakheel had mentioned residence visa in their contracts, but that was overuled by the Govt of Dubai.
