But Dee Dee, you are wrong. There is land, in each town hall there is different laws. To build for example in some town halls is forbidden, eg. javea, in lliber, the law was 5000 me to build one 200m house, and this changed to 10,000m2.

It is not illegal or difficult, it is quite the contrary, it is quite simple.

Like all land, rustic, urban, etc, the owner has to put in a project which needs to be confirmed by the town hall, if this accepted then it is built.

That is not difficult, it is in fact very simple. You have to abide by the local laws, the regional laws and the national laws, if you have a good lawyer you can do this, if you do not then, it is best to do nothing. But it is quite simple.
