They are bound to come over time, but don't hold your breath.
I can see that pretty much all of the coast road from Hurghada to El Gouna will become similar to the Village Road area of Central Hurghada.
There's no way that the retailers of Egypt are going to leave the thousands of tourists that will be living in the area once all of the hotels and apartment coplexes are complete without many options for eating, drinking and purchasing papyrus, Cleopatra busts and fake Armani T-shirts.
I reckon that it will take a decade or so before the area is fully built up, but the first of the retailers will start moving in well before then.
