Default CPF application from Abroad

I just got word from an English speaking attorney in Brazil that "when applying via the Brazilian Consulates abroad, the applicant does not get a card, only a number." Has anyone actually received a card from an application done outside of Brazil?
It is worth it to hire a cpf service company such as cpfservicesbrazil to do everything for you their website is underconstruction but I got the guys contact at cpfservicesbrazilATliveDOTcom They can provide you with a real card withing a couple of weeks for a small fee although you will need to visit your consolate to have some copies of documents authenticated done in person then send the packet back to cpfservicesbrazil located inside Brazil, then they mail you your card back before you come to Brazil. Thats sweet! Unfortunately I found out to late.

Sorry for my typo - "If you are not going to Brazil - you do need a card, as you should never buy without visiting." should of course have read: "If you are not going to Brazil - you do NOT need a card, as you should never buy without visiting."
