UK Tax Regs help

Hi I am about to invest in a offplan apartment in sozopol shortly with an established developer but would like to know more about the new tax laws for an earnings we gain from the rental of the apartment.

My wife works part time and earns approx 10k a year so was thinking of putting it in her name. We also have kids and have heard of investors putting the property in their kids names to avoid tax but need to know if this is possible and safe to get the money out if we ever need to sell the property on?

Also if anyone has any info on what tax forms we have to submit to the bulgarian and uk authorities regarding any additional income we may receive from rental.
