If a company "sells" various books both hardcopy and e-books about Property Taxes.

But these books are openly available somewhere on their website to download directly... i.e. they are not secured and you can just google onto that page and download the books.

Would this be considered 'stealing' or are these download links simply in the public domain?

Internet and public domain are not synonyms. Just because something gets put onto the internet does not cancel the copyright.

If they belong to the same company as the website (i.e. the copyright holder), and the page says download " " from here [LINK].

Is it "Stealing" if you download it?

Think it's down to company to secure their copyright material - so if you start to download and it doesn't ask you for payment details it's their issue not yours. Enjoy the freebie
