Greetings

Is it recommended to buy properties off the plan or better to buy as a second buyer?
I realise the short term gains are more attractive off the plan, but for newbies (like me would it help to be a second buyer>

short terms investment is better and also of plan cause the payments already paid to the developers are small 10% or 30% which is afordable for the buyers to flip quikly.
