also what is the availability like here was thinking 1 bed

According to Egyptian law – Civil law – article number 204
"….., an obligation to transfer ownership or any other real right transfers- ipso facto- that right, if the object of obligation is specifically identified and is owned by the debtor. And without prejudice to the rules on registration"
This article means that to transfer the ownership between the seller and the buyer they must Commitment registrations rules.
The preamble shows that the owner of project owns it by primary contract so he does not register the land and the building yet to his name " because it expensive process" in this case the buyer face problems:

PREAMBLE

The first party (seller) owns a plot of land in Hurghada, Red Sea Governorate delimited by primary contract in 6/2/2005 which is 3900m2 in size, located in El Wafaa area – Hurghada – Red Sea (without number), the seller is building on 2000m2 , the first party is constructing the building (off plan). The site has been named (Hurghada Dreams) with internal gardens and swimming pool and the right to access to all owners of the resort. Location and the boundaries of the land which is being built on:
