STATEMENT FROM LEGAL ALLIANCES WORLDWIDE SOLICITORS TO THEIR CLIENTS BUYING PROPERTY ON “REGENCY” DEVELOPEMENTS IN EGYPT

We refer to the recent comments found on forums and internet sites that many of you will have read with regards to Regency developments in Egypt and Andrew Harris.
Like you, the issues that were being referred to caused us some concern. After initiating enquiries in Egypt and of the developer we have arrived (based on the information we have received) at the following conclusions:
1. Double-Selling – We are not found any instance of double-selling which is where a property has been sold more than once to bona fide buyers at the same time. The position may have been confused with a contract that has been revoked by the developer for example where the buyer is in default of paying the final balance on completion and then re-marketed and sold to another buyer which a developer is entitled to do in such circumstances but it is not double-selling.

2. Our enquiries in Egypt have confirmed to us that they are not aware of any official investigation into Andrew Harris.

3. When considering the other allegations being made such as theft etc. we did so from the standpoint of credibility. We noted that no specific information was given in terms of names, dates or circumstances. In English law, the absence of such evidence or substance makes the allegations entirely without merit and perhaps spurious.
We are aware that given the ease of access there is to the internet and a worldwide audience it can sometimes be abused perhaps by a competitor or ex-employee or a disgruntled buyer particularly if they can do so with anonymity. Our main concern for our clients was to see if there was any substance to the allegations being made. The results of our enquiries have indicated to us there is nothing credible to support them.

According to Philip Morris at LAW, the email I received from Yasser was untrue. As far as he is aware, this person has since been arrested for starting this whole this off in the first place.

All the due diligence for RB has been checked and signed by notaries and are in order. The translations for these were done by the British Embassy.

We are NOT buying from PHW, they are the main agents for First Leisure Ltd of whom Andy Harris is the director. The land at RB is owned by two Egyptians who are setting up a new company with Mr Harris. Mr Morris tells me that the two Egyptian gentlemen provided all the necessary documentation quickly for him on request and in his view, are the best he has dealt with in Egypt.

Personally, I am now happy to accept this as I frankly can't see what else can be done about it all. I have to say however, that I dealt with Mr Harris personally at PHW offices in Egypt and the first I heard of First Leisure was on this forum!

I hope I have all the above info correct - I have only just finished speaking to Mr Morris and wanted to get it all down asap.

I don't know when the contracts will arrive though - forgot to ask

For the buyers on RB - As a matter of interest, I wondered if you could confirm if you knew you were buying from First Leisure Ltd and NOT PHW?

I find it hard to believe that I had never heard of FL until I joined here last week and even then, only yesterday when I asked LAW for clarification, did I find out that PHW is technically just an selling agency.

The statement on here was from Andy Harris - First Leisure

The phone and email contacts are Andy Harris at PHW!!!!!

So why is LAW suprised that I thought I was buying from PHW?

I'm wondering whether if we change solicitors before the contracts are produced, I would get the £800 back that I have paid him?

First time I heard of First Leisure was yesterday.

No, you will get half that amount. If you have recieved contracts you are not entitled to any refund.

Just to Clarify, Property-hotspots-worldwide is a trading style of first leisure and is also the sales / administration company in the UK, First leisure ltd in Egypy is the sales / development company in egypt. There is another company that has been set up as a special purpose vehicle for the Regency beach Development and other developments that are planned with the same partners, in order to make sure that no projects are cross financed.

We are currently coming to the end of the negotiations for the planning permission, unfortunately to do things 100% right it takes time in Egypt, we do intend to get it right for everyones benefit and we will have the best development here in Hurghada and the surrounding areas.
