VAT,tax,comission?who pay what?

Hello to everybody,

I'm a little bit confused by who pay what??,one agency say 19% vat it's me who pay, the other say it's all include,
Here is same example to see:

5,00% Provision vom Kaufpreis zzgl. gesetzl. MwSt.???????

to me it look like the ZZTOP
Kaufpreis inkl. gesetzl. MwSt.???????

Also what is exactly the notary taxe% in Sachsen when buying a property.

Many thanks for some enlightment in the taxe,and vat system when purchasing a property .
